When UCA submitted the initial application — frantically developed by Whitehead and his helpers, the reclassification fee was $15,000 and there was no requirement that the transitioning institution be a member of a conference.

When the moratorium ends in 2012, any institution wanting reclassification must have an official conference membership application in hand.

And the reclassification fee? One million dollars.
