LITTLE ROCK, Ark. (AP) — A state senator wants to ask voters to take away the independence of Arkansas' lottery, highway department, Game and Fish Commission and higher education institutions.
State Sen. Jeremy Hutchinson on Wednesday filed a proposed amendment that would remove parts of the constitution giving the three agencies and the state's colleges and universities independence and subject them to appropriation by the Legislature.
Hutchinson, a Republican from Little Rock, said the measure would give the Legislature more oversight over the independent agencies and provide more accountability.
If referred by the Legislature, Hutchinson's measure would appear on the ballot in November 2012. It would take effect July 1, 2013, if approved by voters.
