The official rule from the Sun Belt is that, "Schools must play all games against Division I opponents; exceptions for a game played at home may be granted by the conference office. Note: Contracts dated prior to May 31, 2007, will be honored."
The conference office does allow schools to play rivals, who may be sub-Division I. I believe New Orleans has played cross-town rival Loyola the last two years.
