I think you missed the most important part:

So, if you were to drive down to Louisiana to watch CST, I think you'd be fine. Or you can drive to NWA and watch it on someone's cable. But I don't think we'll be able to take advantage here in central Arkansas.

But since they have the arrangement with CST there is now the possibility that they could televise some local games of interest since they already have a working relationship.
